First and foremost you should be a good designer, but if you know the basics of PHP that’s a huge plus. I’d prefer someone from central/south America – the time zones work well the money I’m able to pay stretches further down there than it does here.

I will say I’m picky when it comes to design. My bf is a web designer but too busy with other work to do my stuff. I know good design (though you wouldn’t know it looking at most of my sites). I tend to prefer designers who primarily design in Illustrator. Designers who design everything in Photoshop usually have a different aesthetic that I don’t like as well as Illustrator-based design. Though, obviously, Photoshop is necessary for some tasks…
